POSITION TITLE:   Purchasing Manager

 

Position Summary:  The Purchasing Manager will be responsible for leading the multi-site purchasing team to ensure that the shared goals of the department are met through effective leadership, training and mentoring of the purchasing team.  The Purchasing Manager will work closely with the Director Operations in the development and implementation strategy for effective management of the function to provide the best internal service while achieving cost savings that overall effect the bottom line.  This manager will assist in directing and maintaining supplier relationships functioning as a liaison between the function, the suppliers and the internal customers.  The ideal candidate will approach their team and internal customers with a continuous improvement mindset to control cost and improve processes.

 

BASIC FUNCTION: Support strategic business goals by managing the procurement of highest value products and services to meet operational needs.

 

 

MINIMUM QUALIFICATIONS

 

·         Bachelor’s degree in business or related field and 8 to 10 years experience in working in a purchasing environment or equivalent combination of education and experience.

·         Proven success leading a purchasing function in a manufacturing environment.

·         Strong contract negotiation and interpretation skills.

·         Demonstrated ability to build and develop strong working relationships with internal and external customers.

·         Experience in working with both MRO and Commodities

·         Experience with quality systems, e.g. ISO-9000, QS-9000 and TS16949.

·         Supervisory experience in leading and developing a team in multiple locations

·         Demonstrated leadership experience in leading multi-functional teams at various levels throughout the organization.

 

PREFERRED QUALIFICATIONS

 

·         Masters degree

·         Strong negotiating skills.

·         CPM, CPIM or APICS certification.

·         Experience in strategic sourcing of energy.

·         Technical knowledge of metal products and processes.

·         Process improvement experience to continually push the team and other departments in continuous improvement.

 

ORGANIZATIONAL RELATIONSHIPS

 

·         Reports to Director Operations

·         Primary internal customers: Operations and Plant Managers, Division Controller, Quality Assurance Manager, Supply Chain, and Sales, and administrative staff.

 

MAJOR ACCOUNTABILITIES

 

·         Total purchasing responsibilities for multiple site locations in multiple states for over $200,000,000.

·         Communicates with Division Leadership team on all raw materials, Energy and MRO purchasing strategies.

·         Continually is abreast of issues throughout business to proactively look for ways to capitalize on vendor agreements, raw materials and energy buys.

·         Negotiation and administration of all major capital project contracts.

·         Work with managers in the business to utilize purchasing systems (EAM and Oracle functionality)

·         Partners with other functions to drive the purchasing strategy throughout the organization.

·         Ensures all members of the purchasing team have tools and direction to successfully implement objectives in their respective area.

·         Participates in division wide strategic initiatives ensuring procurement practices and goals are in line with driving to long term growth objectives.

·         Tracks, monitors and reports the overall performance against goals to the team.

·         Fosters an environment with the department can work creatively and independently.

·         Drives the organization towards the proper utilization of preferred sourcing and procedures.

·         Review and placement of all contracts and commitments for purchased materials and services.

·         Lead the effort with the Purchasing team for continuous cost reduction

·         Maintain supplier development, certification and recognition program consistent with TS 16949 requirements.

·         Lead continuous improvement efforts with employees and suppliers.
