synopsis
The role of PSCM Project Specialist includes leadership and management roles
of those accountable for procurement and supply chain management (PSCM)
activities related to large capital (asset-based) projects. The PSCM Project
Specialist responsibilities include the establishment and implementation of
PSCM strategy for the project, and influencing the overall project strategy
and execution. The role holder ensures delivery of all contracting related
activities for a capital project and leads implementation of contracting
strategy and plan in alignment with established sector strategies. Typically
an embedded member of the project.
Key accountabilities
Fulfills PSCM contracting services aligned with the Capital Value Process (CVP)
and the Major Projects common process (MPcp).
-Contributes / advises on major contracting-related risks for project.
-Coordinates scheduling and preparation for contracting governance process
for project.
Leads development of various plans that comprise the Project Execution Plan
(PEP).
Leads implementation of contracting strategy and plan in alignment with
established sector strategies.
Oversees contracting process development - serves as lead in negotiating and
executing contracts and purchase orders and consults expert practitioners
across the BU or segment as appropriate (e.g., HSSE, Finance, Legal, foreign
exchange and PSCM).
Coordinates development of supplier performance management process and
compliance.
Ensures transparency of contracts administration process, including
preparation / representation of documents for arbitration, mediation or
litigation forums.
-Establishes performance reporting mechanisms to demonstrate progress to
Project Manager or designate.
Exploits the skills and expertise available throughout the global PSCM
community for inclusion of best practices and alignment with ongoing global
or regional sourcing initiatives.
Ensures proper closeout of contracts, including management of: bank
guarantees, retentions, claim resolutions, financial payments, post
appraisals, etc.
Essential criteria & qualifications
To be considered for the role of PSCM Projects Specialist, applicants must
meet the following criteria and qualifications:
Legal authorization to work in the US on a full-time basis for anyone
other than your current
employer
The willingness and ability to travel up to 25% of the time in order to
fulfill the responsibilities of this position
Bachelors Degree in Engineering, Business, or PSCM is essential
Must be able to speak, read and write English fluently, in order to
perform essential job functions
7 - 12 years in Oil and Gas Project Procurement
Must have experience leading team and/or process improvement projects
Projects background with track record of delivery

An effective influencer at senior management levels

roles:
- Integration, with overall accountability for FM delivery from the
beginning of project appraisal to first production,
- Optimisation, with a focus on selecting the right development concepts,
leveraging standardization, segment scale and learning,
- Execution, continuously improving efficiency with rigorous performance
management,
- Advice, to inform segment portfolio decisions
Significant value is created in the front end of projects where we optimize
the development concept with multi-disciplinary input, and a standardized
model will ensure that we performance manage the developments to ensure that
we continuously improve.
The goal of the CDO is to deliver sustainable efficiency improvement, close
the learning loop with Operations, and to deliver functional performance
into CDO Projects.
